Some type of rash on forearms,neck and ears?

I'll tell you one thing that it is NOT...keratosis pilaris. KP doesn't occur in the areas where you are talking. However, there are some viral disorders which can faintly resemble KP, and occur in those areas where you have your rash. If this is what you have (and some nice photos would have been helpful), then some Benadryl would help and the rash will be self-limited and go away on its own.
