Why some TV channels consider word "kiss my *** " as profanity and others not?

Every channel is directed to a certain age-level of viewers (i.e. Cartoon Network is for kids while Adult Swim is for adults). Because of that, the lanuage used on each channel differs so that it is appropriate for that age group.
