If I am taking Ortho Tri Cyclen and I do not have placebos, is that bad?

I have been taking Ortho for about 4 months now. I ordered it off the internet through a Canadian site. It comes in bulk and its the generic (which is pretty much the same thing) and I have been fine, but I do not have these pills called...placebos. I just started a breakthrough bleeding session for the first time since taking it, and it has not subsided now for 16 days. I got advice to take the placebo and some to not. The problem is I cannot take something I dont have. The pills I bought did not include the sugar pills.....now the bleeding wont stop...please help!
