My washing machine will not drain. I had someone come look at it twice and he says it is not the washer?

He says it is a drainage problem. Where should I look to see if it is the drain? Would it be in the tubing or the piping? The washer fills up with water and then the motor is not powerful enough to spin with the water in it. I can't get the water to drain out. Thanks for all the help!
