Abuse of a cat?

a friend of mine, who I am no longer ociating with, recently thought it would be fun to douse a strat tomcat he had captured with lighter fluid, and subsequently set it on fire, which he did a few days ago in a local town ditch at night. I wasn't there, but I heard about it from one of his "friends" who was, who described the cat scream like he had never heard anyone, or anything, scream in agony. I was so appalled and disgusted and angry that I am asking, is there any legal action I can take against this person/can I sue/prosecute him under the law in any way??
